19-year-old still at large after multiple police chases

The Utica Police Department is actively looking for information to assist in the arrest of a 19-year-old wanted for kidnapping, grand larceny, and several other charges.

According to a statement from the Utica Police Department, Ricardo Goico, 19, was part of an investigation that led to the arrest of a juvenile and an unnamed 18-year-old who were arrested and charged with a variety of crimes, including kidnapping, relative to an investigation involving cashing stolen checks.

Over the last seven days, the Utica Police Department said Goico has led multiple police agencies on very dangerous vehicle pursuits across Oneida and Herkimer Couties.

Utica Police Department officials said on Sept. 11, Goico led police on a pursuit that started in Utica, and went through Rome, ultimately terminating in the Whitestown area, traveling at speeds exceeding 100 mph.

“Due to the nature of the violent kidnapping and weapons possession-related offenses, the pursuits continued as long as public safety considerations did not outweigh the apprehension,” UPD officials said in a Sept. 12 statement.

In the first pursuit on Sept. 11, police say the vehicle was operated in a manner that the pursuit was terminated; however, it was later located again on Route 790, heading eastbound.

At that time, the vehicle was again attempted to be stopped, when another pursuit was initiated, ultimately ending on Welshbush Road near Portal Roadd.

At that point, the driver of the vehicle, Shiny Love, 18, of Utica, was removed from the vehicle and taken into custody.  It was then learned that Goico had fled from the vehicle in Whitestown during the initial pursuit.

Love was then transported to the Utica Police Department and charged with 16 traffic violations, including reckless driving and fleeing an officer in a motor vehicle.

This is in addition to the multitude of other violations and crimes that the New York State Police will charge him with due to his actions outside of the City.

“We cannot thank the New York State Police and other area law enforcement partners enough for their efforts last night,” UPD officials wrote. “New York State Troopers were placed in great danger to their safety by the actions of Goico and Love when their vehicle attempted to and struck NYSP marked units, and they never wavered in their attempts to apprehend the suspects. Furthermore, we thank the public for their quick actions in avoiding any collisions that may have occurred due to the reckless actions of both parties.”

The Utica Police Department is actively seeking Goico for second-degree kidnapping, third-degree grand larceny, third-degree attempted grand larceny, second-degree menacing, fourth-degree criminal possession of stolen property, fourth-degree possession of a forged instrument, along with additional crimes associated multiple vehicle pursuits
